Fitz O @FitzO 12h The Pentagon Wars is a quirky satire film that highlights enduring risks in capability development from requirements scope creep to weak contestability. The film is exaggerated for effect, but I think the film depicts how well intended programs can drift away from the intended operational need when governance, testing, and accountability are diluted. The film’s key outlier is pro-discipline, with the need for clear requirements, scientific testing and evaluation, and evidence based decision making. The foundations required for delivering capability at speed without sacrificing effectiveness or budgets. These all are supposed to serve the American people which is obviously not their priority. It's so easy to spend/waste money that's not yours.
